Finally, the command that made everything work is,
sudo usb_modeswitch -v 1307 -p 1169 -L -I -u -1
My technical notes 
I hit the same issue doing a fresh install of 12.04 server from cd without a network attached. Other problems required a re-install, and the second time I was on a hard-wired network. After completing the install (which included ubuntu-desktop on the second go) the Cisco Valet was known and working with no intervention.
